WICKED! 
Story is so important, not just as a writer of books but in a weaver of tales in song and in art, and yours stands out as a true tale that not only warms the heart, continues a legacy relationship we all love deeply, but also teaches a lesson which is the heart and soul of the My Little Pony franchise and good story telling as a whole.
There are several key points I'd like to call attention to.
The emotion in Rarity's face just captures that treasured moment when she hears the words every woman needs to hear from her special somepony, "I love you just the way you are."
The mountain backdrop while beautiful in an of itself was definitely designed well as it doesn't distract from and actually point us to the most important part of the image; Rarity and Spike. Also the convergence point of the mountains points directly to the rose in Spike's hand, great work!
Seeing dear little Spike on Rarity's quadruply big palm not only paints a touching picture but gives us the message that we don't have to be big and strong, tall or fast to really make someone feel loved and cared for in a healthy innocent, and pure way.
Thank you WillisNinety-Six for using your God given talents in art and story telling to bring hope to the hearts of all and a lesson that we will treasure forever.
Keep digging deeper wells of skill from which to "draw" from, as you keep bringing living warmth to a world whose heart is cold and dying and many a joyful time will be yours.

Originality: This is certainly different, since actually making a character and converting her into a whole different creature without any actual references to help you and still capturing the essence of Rarity and making her a dragon is simply outstanding.
Technique:Your shading is really accurate(which is good). It fits the scene perfectly and THE SCENE (backround) MAN. It is like so f'in romantic. Plus, the toned blush and tears on Rarity? GENIUS. And i just love how cute Spike looks with that smile holding the rose. ;u;
Impact:This just really touched me. Never in my life have i ever had an impact as to when i saw this, never. Not even in award winning romantic movies. The title "Still Beautiful" is just perfect and when i saw this in my messages about 2 days ago, it brought tears to my eyes. Honestly, this is just a genius and wonderful work of art.
